Importing Wagyu from Japan — What Buyers Need to Know

Japanese wagyu is one of the most regulated food exports in the world. Japan's Ministry of Agriculture, Forestry and Fisheries (MAFF) maintains strict controls on beef exports, and every destination market has its own import requirements. For first-time importers, the process can appear complex — but it follows a consistent structure that becomes straightforward once you understand the framework.

The single most important decision for a new importer is whether to source directly from a Japanese producer or exporter, or to work through a trading company. Direct sourcing offers better pricing but requires Japanese language capability and deeper market knowledge. Trading companies handle all export documentation and communication, at a margin premium of typically 15–25%.

Note: Japan does not currently export wagyu beef to mainland China. All other major markets covered in this guide accept Japanese wagyu subject to the requirements outlined below.

Step-by-Step Import Process

The following process applies to importers working with a Japanese export-registered supplier. Steps 1–3 happen in Japan; steps 4–6 happen at destination.

Confirm Order & Payment

Place your order with the Japanese supplier and confirm payment. Most Japanese exporters require 100% prepayment by wire transfer before slaughter is scheduled. A proforma invoice is issued upon reservation confirmation.

Slaughter & Grading

Cattle are slaughtered at a MAFF-registered, export-approved facility. Every carcass is independently graded by a JMGA assessor immediately after slaughter. The grading certificate is issued at this stage.

Processing & Export Documentation

The carcass is processed into subprimals, vacuum-sealed, and frozen or chilled. The Japanese supplier prepares all export documents: Veterinary Health Certificate (MAFF), Certificate of Origin, Commercial Invoice, and Packing List. For Halal orders, the Halal Certificate is prepared at this stage.

Freight & Cold Chain

Product ships frozen (sea or air) or chilled (air only). Cold chain must be maintained at -18°C or below for frozen product throughout transit. Your freight forwarder arranges collection from the Japanese processing facility and delivery to the port or airport of origin.

Customs Clearance at Destination

Your customs broker submits the import declaration with all required documents. Veterinary inspection may be required at the port of entry depending on your market. Import duties are assessed and paid at this stage.

Delivery & Distribution

Product is delivered to your cold storage facility. Maintain frozen product at -18°C. Chilled product should be used within the remaining shelf life from the processing date — confirm with your supplier at time of order.

Required Import Documents

Every Japanese wagyu shipment requires a standard set of documents. Missing or incorrect documentation is the most common cause of customs delays. Confirm all documents are in order before the shipment departs Japan.

Maintaining cold chain integrity is non-negotiable for premium wagyu. Temperature abuse during transit degrades product quality, shortens shelf life, and can result in rejection at customs inspection. Choose your freight method based on product form, destination, and budget.

Shelf life reference: Frozen product (-18°C) maintains quality for up to 24 months from processing date. Chilled product (0–4°C) has approximately 60 days shelf life. Always confirm the processing date with your supplier and plan distribution accordingly.

Tariff rates significantly affect the total landed cost of Japanese wagyu. Japan has signed Economic Partnership Agreements (EPA) with several major trading partners — importers in qualifying markets can reduce duty burden by filing preferential origin documentation with the Certificate of Origin.

Importing Halal-Certified Wagyu

Halal-certified Japanese wagyu is structurally scarce. Only a small number of Japanese slaughterhouses hold internationally recognised Halal certification — limiting the supply of certified product relative to demand in markets like UAE, Malaysia, and Saudi Arabia.

For importers serving Halal markets, the following requirements apply:

  • Slaughterhouse certification: The Japanese facility must hold Halal certification recognised in your destination market
  • Halal Certificate: Issued per shipment by the certifying body — must accompany the consignment
  • JAKIM recognition (Malaysia): Malaysia requires the Japanese certifying body to be recognised by JAKIM
  • No cross-contamination: Halal product must be processed and packed separately from non-Halal product
  • Price premium: Expect 10–15% above equivalent non-Halal product due to limited certified supply
